The very first building you have in your city is the Town center. It is the seat of your power and the place from where you govern. Before you build your first depot it also serves as a drop-off and pickup point for resources.
The town center building is NOT upgraded like other buildings (via the building info panel). To upgrade it use the Research panel. Researching it is somewhat of a gateway to the upper tiers.
Each level of the town center comes with its own set of rewards. One is a higher Influence cap, meaning you can enact more or stronger social policies. The other is a larger variety of resources you can trade via the docks or the harbor.
